Mobile DTV to Include Captioning Standard says Industry

October 16, 2009, Washington, DC:  COAT is very pleased to see a rare case of inclusion of accessibility in the very first version of a new technology standard. This is the technical standard for mobile DTV which specifies that CEA 708 captions ("DTV CC") can be carried within the mobile DTV signal, or TV received over wireless devices.

COAT particularly thanks Mark Richer, President of the Advanced TV Systems Commitee (ATSC), who is a long-time supporter of accessibility. Richer previously was head of technology at PBS and is a voting member of ATSC.

While testing of the standard to ensure caption decoding in mobile TV receiving devices has to occur -- and will involve COAT affiliate NCAM -- this is a major step forward in accessibility. Geoff Freed, of NCAM, was instrumental in developing this standard as part of the centers NIDRR-funded "Captioning Solutions for Handheld Media & Mobile Devices" project.
